Board of Directors

Coleen Agner
Coleen Agner is a Taylor County special education teacher and an accomplished equestrian. As a volunteer leader for the Taylor County 4-H horse program, Ms. Agner runs an equine program that includes a horse club, horse camps, horse shows, and judging. She volunteers with the Live Oak Hounds Pony Club in Thomasville, Ga.
Donald R. “Ray” Curtis III

Ray Curtis is the Suwannee River Water Management District Governing Board representative on the Board of Directors and serves as its chair. He is an attorney whose law practice is located in Perry, FL. Prior to establishing his own law firm, he was an attorney with the Third Circuit Office of the Public Defender in Perry. Mr. Curtis received his Juris Doctorate from Florida Coastal School of Law in Jacksonville, Florida after earning a Bachelor of Arts degree in business administration, with a minor in agricultural law, from the University of Florida. He serves as a member of the City of Perry Zoning and Planning Board and the City of Perry Board of Adjustment. Currently he is chair of the City of Perry Code Enforcement Board and is a member of the Perry Rotary Club.

Annette Land
Annette Land resides in Branford and is owner of Land Brokerage Realtor. In 2002 she was named "Woman of the Year in Agriculture" by the Florida Department of Agriculture and Consumer Services and the Florida State Fair Authority. She is a member of the Florida Cattlemen Association, National Angus Association, Florida Cutting Horse Association, National Cutting Horse Association, and Suwannee River Riding Club.
Louis Shiver

Louis Shiver resides in Lafayette County. He is president of Shiver Dairy Farm, Inc. of Mayo and a member of the Suwannee River Partnership, Florida Cattlemen Association, and Southeast Milk, Inc. Mr. Shiver was a representative on the Suwannee River Water Management District Governing Board for eight years. He served as chair on the R.O. Board of Directors from March 2006 until November 2009.

Frank "Red" Schulte
Frank "Red" Schulte is a life-time member of the board of directors. He and his wife Olive owned and lived on the property since the early 1970s, managing the land as a working cattle ranch. Their desire to prevent future subdivision of the property, and their dream of promoting trail riding and other equestrian activities in the area, led to their partnership with the District.
